Jammu Kashmir Coalition of Civil Society (JKCCS) Monday unequivocally condemns the attack on the BSNL office in Sopore today, in which one civilian died and two others are injured.

“JKCCS has consistently raised the issue of attacks on civilians by armed groups and the State actors,” said JKCCS spokesperson, Khurram Parvez.

So far, he said, it is unclear who is behind this attack.

“In the last 25 years of insurgency and counter insurgency operations, many civilians have been targeted,” Khurram said. “In almost all the attacks on civilians, the police have failed to conduct credible investigations to hold the killers accountable.”

In the context of Indian policy of proliferation of terrorist groups in Kashmir for countering and defaming the Jammu and Kashmir movement, he said, it has been always difficult to conclusively establish the culpable persons.

“In this context it becomes incumbent on United Jehad Council to also on their side establish who are the people behind this particular attack on non-combatants,” Khurram said.

“If it is proved that the men responsible for today’s attacks are from the armed groups, then certainly UJC has the moral responsibility of holding the accused accountable.”

Khurram said JKCCS takes this opportunity to once again remind both the State and non-state actors of their responsibility under international law to not make non-combatants target of their operations either directly or indirectly.

“There is also no scope for collateral killings of civilians for any side,” he said.
