J&K government is the employer of the last resorts in the state that is suffering from comparatively high unemployment rate and lack of a vibrant private sector. Job creation in the government sector is the main yardstick that successive governments have set for its performance. R S GULL reports.

There are various areas in which people are adjusted. One is the regular jobs that various departments create. These positions make the most of the establishment and are being paid from the non-plan expenditure of the government. But the government has other areas to create jobs.

For instance, in the plan side, it creates various positions for implementation of the projects under central and state sector funding including the central sponsored schemes. There were 27382 individuals working as regular employees under various state and central plan projects in 2010-11. This number has substantially reduced to 20278 in 2011-12. Once a person gets appointed under plan funds, he or she is adjusted in the government once the project is over. It is a continuous process in the government to take the revenue expenditures of plan to the non-plan.

Besides, there are PSUs and other aided projects that require a lot of staff to manage the show.

If all these positions are put together, then J&K government had 463241 individuals on its rolls in 2010-11. This number fell to 459043 positions in 2011-12 primarily because of a high rate of retirements and a good number of employees from PSUs seeking golden handshakes and voluntary retirement schemes. Besides, the finance department is not very interested in sanctioning more positions because it is supposed to reduced its fiscal deficit. However, all these positions do not include daily wagers, Rehbar-e-Taleem’s, SPOs, VDC members and many other people who serve the government in different capacities.
