Minister for Finance, Dr Haseeb A Drabu Thursday informed the House that J&K Funds Organization was established in 1986 to maintain the accounts of General Provident Fund (GP Fund) and State Life Insurance (SLI) of State Government employees.

He said prior to that, GP Fund accounts of State Government employees other than Class-IV were maintained by the AG and those of Class IV and SLI Accounts were maintained by the State Finance Department, an official spokesperson said this evening.

Replying to a question read by M Y Tarigami on behalf of Hakeem Mohammad Yaseen, the Minister said the gazetted positions in the Funds Organization are manned by officers deputed from Accounts & Treasuries Department.

He said the proposal received from Funds Organization relating to creation of gazetted cadre posts is being examined for action as appropriate.

The Minister said as regards granting of technical grade to the Funds employees a proposal based on the recommendation of the committee constituted has already been forwarded to General Administrative Department for necessary concurrence. He said certain observations made by GAD on the proposal are being replied to.

He said DRWs engaged prior to January 1994 are only eligible for regularization in terms of SRO-64 /1994. He said regularization case of no such worker in Funds Organization is pending.

The Minister said that there is no policy for regularization of casual / contingent paid workers as yet. He said whenever a policy is framed, it shall cover the casual workers of the Organization as well.

Meanwhile, Dr Haseeb A Drabu informed the House that government has earmarked Rs. 150 crore during current financial year for waiver of 50% of KCC loans for the smallest and most vulnerable farmers who had an outstanding balance of less than Rs. one lakh as on March 31, 2015.

Replying to a question by Choudhary Sukhnandan, the Minister said that the Bank wise and district wise details of such loanees as received are being examined and relief on account of such waiver would be provided to the farmers shortly.
