Jammu and Kashmir Coalition of Civil Society on Friday evening in a statement made public the dossier made by J&K Police against noted human rights defender Khurram Parvez.

Khurram was detained on the intervening night of 14 and 15 September 2016 and subsequently lodged in Kotbalwal Jail Jammu under ‘lawless law’ Public Safety which gives powers to authorities to detain a person for at least six months without trial.

Khurram is Coordinator of J-KCCS and chairperson of AFAD. He was detained at International Airport New Delhi while he was on way to Geneva to attend 33rd session of UNHRC. Instead, he was sent home.

The CCS statement said that Khurram Parvez was not produced before the Deputy Commissioner who signed the police dossier. “Nor were the grounds read out to him as required under law before issuing warrant.”

The rights defender group said that the FIRs mentioned in the dossier are all for offences usually invoked against ‘stone pelters’.

“Mr Parvez has never received any intimation prior to this of pending complaints or investigations in any Srinagar Police Station and nor has he signed or executed any personal bond or surety in regard to any of these cases or any other case,” the CCS statement said. “Though 4 FIRs are mentioned only 1 is attached.”

The statement added that the documents dated 21/9/2016 make no mention of the fact that Khurram Parvez was released from detention by judicial orders of the Principal District & Sessions Judge, Srinagar on 20/9/2016.

“As such they present absolutely no evidence of the alarmist and false charges made out in the police dossier of running ‘secessionist camps’ etc. Khurram Parvez’s human rights work has universally been recognized and awarded. This is an attempt to punish and intimidate him and all civil society and civil rights activists in Kashmir,” the CCS said.
