Ahead of his K-visit, Indian defence minister Friday gave a glimpse of new strategy on New Delhi’s platter: Intelligence-backed “targeted kills” against militants in Kashmir.

Manohar Parrikar of the Bharatiya Janata Party, who is the incumbent defence minister of India, told an English newspaper, “Our proactive attitude is to identify terrorists and then effectively neutralise them.” He went on to say that every case is handled firmly with clear-cut “intelligence for targeted kills.”

While doing so, Parrikar said, “We ensure minimal collateral damage. You have to neutralise terrorist through terrorist only. Why my soldier has to do it all the time?”

The statement, it is said, is the first forthright acknowledgement by Indian defence minister.

Parrikar will be visiting Jammu and Kashmir to review the security situation, his second since November last year. Accompanied by Army Chief General Dalbir Singh Suhag and others, Parrikar will hold meetings with Governor N N Vohra and Chief Minister Mufti Mohammad Sayeed in Srinagar.

To stress on the new strategy, Parrikar said in Hindi: “kaante se kaanta nikaalte hain” (you have to extract a thorn with a thorn).
